CHAIRMAN MILLER brought SB 98 (WELFARE REFORM: TEMPORARY ASSIST. PROGRAM) before the committee and directed attention to a draft Rules CS, which has one change that is technical in nature on page 38. He explained that the Finance Committee adopted an amendment which basically denies a commercial fishing license or a crew member license if there is arrearage on back child support. However, it also included a vessel license and it was not the intent to go after the vessel itself so the Rules CS deletes that type of license. SENATOR PEARCE moved the adoption of CSSB 98(RLS). He directed attention to a proposed Rules SCS that adds the language "the evaluation of the teacher established that" to subparagraph (C) in Section 9, which was added at the request of the Administration. On page 9, line 5, a reference to subsection (e) is added. On page 9, line 19, new language "for judicial review based on the administrative record" has been added. On page 9, in subsection (e), binding arbitration has been added as an option for a teacher who has been dismissed. SENATOR PEARCE moved adoption of SCS CSHB 465(RLS).
