 is not required; encouraging annual offer of land for oil and gas             
 leases if the land was the subject of a best interest finding; and            
 modifying the statement of purpose in the Alaska Land Act as it

  CHAIRMAN MILLER  called the Senate Rules Committee meeting to order          
 at 8:42 a.m.                                                                  
                                                                               
 CHAIRMAN MILLER brought  SB 229  (UNEMPLOYMENT COMPENSATION & STEP            
 PROGRAM) before the committee.  Hearing no discussion, he asked for           
 the pleasure of the committee.                                                
                                                                               
 SENATOR SALO moved and asked unanimous consent SB 229 be approved             
 for calendaring.  Hearing no objection, it was so ordered.                    
                                                                               
 CHAIRMAN MILLER brought  SB 287  (UNINCORP. COMMUNITY MATCHING                
 GRANTS) before the committee.  Hearing no discussion, he asked for
