SENATE RULES COMMITTEE May 1, 1995 7:38 p.m. MEMBERS PRESENT Senator Mike Miller, Chair Senator Drue Pearce, Vice Chair Senator Bert Sharp Senator Judy Salo MEMBERS ABSENT Senator Jim Duncan COMMITTEE CALENDAR SENATE BILL NO. 148 "An Act relating to a defined contribution retirement plan for state employees." PREVIOUS SENATE COMMITTEE ACTION SB 148 - Finance report 5/1/95. ACTION NARRATIVE TAPE 95-8, SIDE A CHAIRMAN MILLER called the Senate Rules Committee meeting to order at 7:38 p.m. He brought SB 148 (STATE EMP DEFINED CONTRIB RETIREMENT PROG) before the committee and directed attention to a proposed amendment. SENATOR RIEGER explained that at a Finance Committee meeting earlier in the day the Administration stated that the idea of using a linkage between the cost of the Public Employees Retirement System and the Supplemental Benefits System so that the total cost to the employer is fixed could cause an IRS problem. He recommended deleting that section from the Finance CS to avoid triggering an IRS problem. SENATOR SALO commented that since there was a willingness to take out that section, maybe there was a willingness to take out some of the other sections that were problematic at the table. SENATOR SHARP moved adoption of the following amendment to CSSB 148(FIN). Hearing no objection, CHAIRMAN MILLER stated the amendment was adopted and would be incorporated into a Rules CS. Amendment No. 1 Page 1, line 2 - 3: Delete "relating to the supplemental benefits system;" Page 7, line 28 through page 8, line 20: Delete all material. Renumber the following bill sections accordingly. Renumber the internal references to bill sections accordingly. SENATOR PEARCE moved that CSSB 148(RLS) be approved for calendaring. SENATOR SALO objected. The roll was taken with the following result: Senators Pearce, Sharp and Miller voted "Yea" and Senator Salo voted "Nay." CHAIRMAN MILLER stated the motion carried. There being no further business to come before the committee, the meeting was adjourned at 7:41 p.m.
