ACTION NARRATIVE TAPE 93-8, SIDE A Number 001 The Senate Rules Committee was called to order by Chairman Jacko at 12:35 p.m. SENATOR RIEGER moved and asked unanimous consent that the following bills be approved for calendaring at the Chair's discretion: CSHB 93(CRA) (VILLAGE PUBLIC SAFETY OFFICERS PROGRAM) HB 97 (PARENTAL CARE FOR CHILD IN STATE CUSTODY) HB 119 (AUTHORIZE USE OF DAY FINES IN MISD. CASES) HCR 7 (ALCOHOL-RELATED BIRTH DEFECTS AWARENESS) Hearing no objection, the Chair stated the motion had carried. SENATOR RIEGER moved and asked unanimous consent that HB 160(Title am) (LIABILITY OF DESIGN/CONSTRUCTION PROS) be approved for calendaring at the Chair's discretion. SENATOR LITTLE objected. The roll was taken with the following result: Senators Rieger, Halford and Jacko voted "Yea"; Senator Little voted "Nay." The Chair stated the motion had carried. SENATOR JACKO opened the public hearing on HB 283 (BOARD OF ARCH/ENGINEERS/SURVEYORS EXT.) SENATOR LOREN LEMAN explained the legislation is the House companion to a Senate bill he introduced on the same topic, and it will extend the board for the normal four-year period. He said audit reports confirm that the board is functioning as intended, and he sees no reason for not extending it. SENATOR HALFORD asked if there were any recommendations in the audit report for action in the statute. SENATOR LEMAN answered that he didn't know, but he is aware that the board is studying the possibility for forming a semi-autonomous board. Number 067 SENATOR RIEGER moved that HB 283 be passed out of committee with individual recommendations. Hearing no objection, it was so ordered. SENATOR RIEGER moved and asked unanimous consent that HB 283 (BOARD OF ARCH/ENGINEERS/SURVEYORS EXT.) be approved for calendaring at the Chair's discretion. Hearing no objection, it was so ordered. Number 075 SENATOR JACKO opened the public hearing on HB 284 (PHYSICAL/OCCUPATIONAL THERAPY BOARDS EXT.). SENATOR LOREN LEMAN said he was not aware of any reason for not extending this board for the normal four-year period and that the board is paying for its cost. Number 088 SENATOR RIEGER moved that HB 284 be passed out of committee with individual recommendations. Hearing no objection, it was so ordered. SENATOR RIEGER moved and asked unanimous consent that HB 284 be approved for calendaring at the Chair's discretion. Hearing no objection, it was so ordered. The final order of business was a proposal to purchase Senate telephones that are currently be leased. The matter was discussed at the May 5 Rules Committee meeting, but action was deferred until the committee had further information on the proposal. It has now been recommended that the committee approve 75 percent of the original cost of $38,000 to purchase the phones by the end of the year. SENATOR LITTLE moved that the Rules Committee approve the expenditure of $29,000 to purchase a portion of the Senate phone equipment. Hearing no objection, the Chair stated the motion had carried. There being no further business to come before the committee, the meeting was adjourned at 12.55 p.m.
