ACTION NARRATIVE 3:33:21 PM CO-CHAIR THOMAS WAGONER called the Senate Resources Standing Committee meeting to order at 3:33 p.m. Present at the call to order were Senators French, Stevens, Co-Chair Paskvan, and Co- Chair Wagoner. Senators Wielechowski arrived shortly thereafter. SB 205-CHINOOK RESEARCH & RESTORATION ENDOWMENT  3:33:34 PM CO-CHAIR WAGONER announced that SB 205 was before the committee. SENATOR FRENCH asked which version of the bill was before the committee. 3:34:04 PM DAVID SCOTT, staff, Senator Donny Olson, said that version D was the working draft before the committee. CO-CHAIR WAGONER requested a review of version D and stated that he would be offering an amendment to the bill. MR. SCOTT explained that the bill sets up the [Alaska Chinook salmon research and restoration] endowment fund and creates a board to administer the earnings from the fund in the hopes of creating a stable revenue stream for interdisciplinary research for King Salmon. He said the last true runs of King Salmon are in Alaska. CO-CHAIR WAGONER moved to adopt Amendment 1. AMENDMENT 1  Page 4, line 2: Delete "Palm Point near Katalla" Insert "Cape Suckling" Page 4, lines 7-8: Delete ",Kanak Island, Wingham Island, and Kayak Island" Page 4, lines 12-13: Delete "Palm Point near Katalla" Insert "Cape Suckling" Page 6, lines 12-13: Delete "based on the dependence of Alaska residents on the stocks" Insert "taking into consideration the use of the stocks by Alaska residents" SENATOR PASKVAN objected for discussion purposes. MARY JACKSON, staff, Senator Tom Wagoner, explained that Amendment 1 accomplishes two things. It revises the areas that are defined in the bill and makes a slight revision of the language. She referred to a map that shows that the fishing region in the central part goes from Cape Suckling to the Cook Inlet. She said the amendment is at the request of United Fishermen of Alaska and the sponsor is in agreement. MS. JACKSON referred to page 6, lines 12 and 13, where language was changed from "based on the dependence of Alaska residents on the stocks" to "taking into consideration the use of the stocks by Alaska residents." She noted that the sponsor concurred with the change. She referred to a previous discussion of the word "or" on page 6, line 25. She reported that Legislative Legal said the word "or" is not necessary except at the end of line 25. SENATOR STEVENS asked about line 18 on page 6, the words "the board shall give priority to grant applications." He questioned if any one of the options would be enough. MS. JACKSON answered that any one option would be enough. SENATOR STEVENS concluded that if (4)"declined significantly from historic yield levels" was true, that statement alone would suffice. MS. JACKSON agreed. SENATOR PASKVAN withdrew his objection. [Amendment 1 was adopted.] SENATOR PASKVAN moved to report the CS for SB 205, version D, as amended by Amendment 1, from committee with individual recommendations and the accompanying fiscal notes. There being no objection, CSSB 205(RES) was reported from the Senate Resources Standing Committee. 3:40:43 PM There being no further business to come before the committee, Co-Chair Wagoner adjourned the Senate Resources Standing Committee at 3:40 p.m.
