CHAIRMAN PHILLIPS called the  Senate Labor and Commerce Committee                                                               
meeting to  order at 1:35  p.m. in  the ninth floor  State Office                                                               
Building conference room.  Members  of the committee were given a                                                               
presentation and  tour by the  Commissioner and Directors  of the                                                               
Department of Community and Economic Development.
