ACTION NARRATIVE TAPE 96-5, SIDE A Number 001 EO 93 & EO 94  CHAIRMAN KELLY called the Senate Labor and Commerce Committee meeting to order at 1:35 p.m. and announced EO 93 and EO 94 to be up for consideration. LAMAR COTTON, Deputy Commissioner, Department of Community and Regional Affairs, said that the Department went through a review to see if there was an overlap of responsibilities, particularly in the area of rural economic development. One of the conclusions was that both DCED and DCRA thought DCRA has a stronger outreach in rural Alaska and, because of distance and staffing, it is more appropriate to manage Alaska Regional Organization (ARDOR) programs in that department. DONNA TOLLMAN, Association of Alaska ARDORS, said that they have no objection to the change. Number 101 GUY BELL, Director, Division of Administrative Services, DCRA, said the Department supported EO 93. He said the transfer would strengthen the rural service component of the ARDOR program. SENATOR KELLY said he didn't see any interest in taking any action on the Executive Orders and would let them sit unless something came up in the future. SENATOR KELLY adjourned the meeting at 1:40 p.m.
