SUMMARY HB 65 APPROP: OPERATING BUDGET/LOANS/FUNDS HB 65 was HEARD and HELD in committee for further consideration. HB 66 APPROP: MENTAL HEALTH BUDGET HB 66 was HEARD and HELD in committee for further consideration. CS FOR HOUSE BILL NO. 65(FIN) "An Act making appropriations for the operating and loan program expenses of state government and for certain programs, capitalizing funds, and making reappropriations; and providing for an effective date." DEPARTMENTS Commerce, Community & Economic Development Natural Resources Revenue Court System Legislature Chair Austerman communicated that the conference committee would be meeting on HB 65 and HB 66 open items. He noted that Limited Powers of Free Conference had been granted by both the Senate and the House. Departments with open items would be taken up based on the motion sheets distributed to members earlier in the day and dated April 10, 2013. Item 6 and Item 7 remained open. 4:16:11 PM DEPARTMENT OF REVENUE Vice-Chair Kelly MOVED to ADOPT the Chair's recommendation on the following items for the Department of Revenue budget: Item 1 Senate minus $41,000 Item 2 Senate Item 3 Senate minus $93,000 Item 4 Senate Representative Gara OBJECTED for discussion. He addressed item 3, and stated that the Senate had proposed the governor's proposal to add the staff necessary to audit the potentially new oil tax. He remarked that there was a former auditing position that he felt was unnecessary. Representative Gara withdrew his objection. There being NO OBJECTION, it was so ordered. The action closed all conferencable items in the budget for the Department of Revenue. 4:17:56 PM COURT SYSTEM Vice-Chair Kelly MOVED to ADOPT the Chair's recommendation on the following items for the Court System budget: Item 1 House Item 2 House Item 3 House plus $174,100 Item 4 House Item 5 House Item 6 Senate Item 7 House Item 8 Senate Item 9 Senate Item 10 House Item 11 House There being NO OBJECTION, it was so ordered. The action closed all conferencable items in the budget for the Court System. 4:18:51 PM LEGISLATURE Vice-Chair Kelly MOVED to ADOPT the Chair's recommendation on the following items for the Legislature budget: Item 1 House plus $750,000 Item 2 House plus $450,000 Item 3 Senate Additional Agency Conditional Language to read: "The amount allocated to the Legislative Operating Budget includes $300,000 for planning and other costs associated with hosting the Council of State Governments and Council of State Governments West 2014 conferences to be held in Anchorage. The amount allocated for those conferences is appropriated for the fiscal years ending June 30, 2014, and June 30, 2015." There being NO OBJECTION, it was so ordered. The action closed all conferencable items in the budget for the Legislature. 4:19:58 PM Chair Austerman relayed that the next meeting would be held the following day at 4pm.
