MINUTES SENATE FINANCE COMMITTEE 20 March 1998 5:00 p.m. TAPES SFC-98, #88, Side A CALL TO ORDER Senator Drue Pearce, Co-chair, called reconvened the meeting at approximately 5:00 p.m. PRESENT In addition to Co-chair Pearce, Senators Sharp, Donley, Parnell and Adams were present when the meeting convened. Senator Torgerson arrived shortly thereafter. Senator Phillips was absent. Also Attending: Remond Henderson, Director, Division of Administrative Services, Department of Community and Regional Affairs; Nico Bus, Administrative Services Division, Department of Military and Veterans' Affairs; Kevin Brooks, Director, Division of Administrative Services, Department of Fish and Game; Fred Fisher, Fiscal Analyst, Division of Legislative Finance; Jim Hauck, Fiscal Analyst, Division of Legislative Finance; aides to committee members and other members of the Legislature. SUMMARY INFORMATION SENATE BILL NO. 229 "An Act making appropriations for the operating and loan program expenses of state government, for certain programs, and to capitalize funds; making appropriations under art. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." Co-chair Pearce reconvened the Senate Finance Committee. She noted final review of results based government on RUBA, Habitat Permitting and Youth Corps. She noted for the record that Senator Phillips had gone home ill, however, the committee would go ahead and do the closeouts as scheduled. Remond Henderson, Director, Division of Administrative Services, Department of Community and Regional Affairs was invited to join the committee. He said the department had no problems with the revised mission and measures statement. He called the committee's attention to the performance measures having been cut from six to four. There was no problem with the two that were eliminated. The only other change, he said, was to delete the section with the activities, which was not necessary for missions and measures and a slight modification to the mission to make it more concise. Senator Parnell MOVED the committee adopt program review mission and measures for Rural Utility Business Advisors and incorporate it into the working budget document. WITHOUT OBJECTION it was ADOPTED and incorporated into the working budget document. Nico Bus, Administrative Service Manager, Department of Military and Veterans' Affairs was invited to join the committee. He said the department had no problems with the mission and measures statement. Senator Parnell MOVED the committee adopt program review mission and measures for the Youth Corps and incorporate it into the working budget document. WITHOUT OBJECTION it was ADOPTED and incorporated into the working budget document. Senator Sharp explained that they had worked with Habitat in modifying the mission statement. There were three separate mandates as statutorily required. He noted there had been a consolidation of some of the performance measures. Kevin Brooks, Director, Division of Administrative Services, Department of Fish and Game was invited to join the committee. Senator Parnell asked if there was data in place for all the measures or would that have to be collected to establish a data base line? Mr. Brooks said they think they will be able to track for the current year and establish some base lines for the current year 1998. He said they maintained accounts on all the different types of permits. It is just a matter of manipulating the types of data the department already has to fit the criteria they were presenting before the committee. He said this would not be a very large task. Senator Sharp MOVED the committee adopt Habitat, Title 16, permitting program mission and performance measures and incorporate it into the working budget document. WITHOUT OBJECTION it was ADOPTED and incorporated into the working budget document. Senator Sharp reminded the committee that the capital budget was scheduled for 9:00 a.m. tomorrow morning, beginning with Department of Administration up through Fish and Game.
