SUMMARY SB 173 DENTIST SPEC. LICENSE/RADIOLOGIC EQUIP SB 173 was HEARD and HELD in committee for further consideration. SENATE BILL NO. 173 "An Act relating to the practice of dentistry; relating to dental radiological equipment; and providing for an effective date." 9:04:56 AM Co-Chair Bishop relayed that it was the second hearing for SB 173, and the committee had opened and closed public testimony on February 24, 2022. He shared the intent to consider a Committee Substitute (CS), hear a bill reintroduction, set an amendment deadline, and set the bill aside. Senator Wilson MOVED to ADOPT proposed committee substitute for SB 173, Work Draft 32-LS0865\W (Ambrose, 3/2/22). Co-Chair Bishop OBJECTED for discussion. 9:05:53 AM ERIN SHINE, STAFF, SENATOR CLICK BISHOP, explained that the changes between Version I and Version W of the bill were quite simple, and would change all references to the Department of Health and Social Services to the Department of Health as well as change the effective date from an immediate effective date to July 1, 2022. She reminded that Executive Order 121, which would split DHSS into the Department of Health and the Department of Family and Community Services, was not disproved by the legislature, and would become law on July 1, 2022. The bill included conforming changes to the law going into effect. Senator Olson asked Ms. Shine if there were any entities that were waiting for licenses or dealing with healthcare issues and would prefer an effective date before July 1. Ms. Shine deferred to the sponsor of the bill. She believed there would be a status quo until the effective date since DHSS would still be issuing licenses for dental specialists. A specialty license would go into effect with the Department of Health on July 1. Senator Olson asked if Ms. Shine had heard anything from anyone regarding the effective date. Ms. Shine answered "no." Co-Chair Bishop WITHDREW his OBJECTION. There being NO further OBJECTION, it was so ordered. Senator David Wilson, Sponsor, explained that the bill would transfer the inspection of dental radiological equipment from the Dental Board of Examiners to the Department of Health, and would establish specialty licenses. He reminded that the changes were suggested by the dental industry, and the legislation had been considered by the body during the previous legislature. Co-Chair Bishop set an amendment deadline for Monday, April 4, at noon. He set the bill aside.
