MINUTES  SENATE FINANCE COMMITTEE  February 06, 2002  9:43 AM  TAPES  SFC-02 # 6, Side A   CALL TO ORDER  Co-Chair Pete Kelly convened the meeting at approximately 9:43 AM. PRESENT  Senator Dave Donley, Co-Chair Senator Pete Kelly, Co-Chair Senator Jerry Ward, Vice Chair Senator Loren Leman Senator Gary Wilken Senator Alan Austerman Senator Lyman Hoffman Senator Donald Olson Also Attending: MARY SIROKY, Manager, Information Education & Coordination, Division of Statewide Public Service, Department of Environmental Conservation; JOHN BARNETT, Chair, Board of Storage Tank Assistance, Department of Environmental Conservation. SUMMARY INFORMATION  SB 153-UNDERGROUND STORAGE TANK LOAN FUND The Committee heard from the sponsor and the Department of Environmental Conservation. The bill moved out of Committee. SB 115-EXTEND BD. OF STORAGE TANK ASSISTANCE The Committee heard from the sponsor. The bill moved from Committee. CS FOR SENATE BILL NO. 153(RES) "An Act replacing the storage tank assistance fund with the underground storage tank revolving loan fund and relating to that revolving loan fund; repealing the tank cleanup program and the tank upgrading and closure program; and providing for an effective date." This was the second hearing for this bill in the Senate Finance Committee. Co-Chair Kelly voiced support of this bill. MARY SIROKY, Manager, Information Education & Coordination, Division of Statewide Public Service, Department of Environmental Conservation, stated the Department supports this bill. Senator Leman voiced appreciation to the Board of Storage Tank Assistance, Department of Environmental Conservation, and the Committee members and the many parties for coming together to address this "complex issue". He informed this bill is moving in the direction that "was intended." Senator Leman offered a motion to report CS SB 153 (FIN), 22- LS0696\L Cook from committee with a new zero fiscal note from the Department of Environmental Conservation. Without objection the bill MOVED from Committee. SENATE BILL NO. 115 "An Act extending the termination date of the Board of Storage Tank Assistance." This was the second hearing for this bill in the Senate Finance Committee. Senator Leman explained the details of the bill and stated the two- year extension of the Board of Storage Tank Assistance is appropriate. He stated that tank owners support the continuation of the Board of Storage Tank Assistance. Senator Leman offered a motion to report SB 115 from Committee with a new Department of Environmental Conservation fiscal note of $51,400. There being no objection, the bill MOVED from Committee.
