MINUTES SENATE FINANCE COMMITTEE 6 April, 1998 10:30 a.m. TAPES SFC 98 # 115, Side A (000-287) CALL TO ORDER Senator Bert Sharp, Co-chair, convened the meeting at approximately 10:30 a.m. PRESENT In addition to Co-chairman Sharp, Senators Torgerson, Adams and Parnell were present when the meeting was convened. Senator Donley arrived shortly thereafter. Also Attending: JACK FARGNOLI, Senior Policy Analyst, Automated Budget Development Project, Office of Management and Budget, Office of the Governor; ERIN PERKINS, State Of Alaska's Y2K Project Manager; NICO BUS, Administrative Services Manager, Division of Support Services, Department of Natural Resources; MIKE GREANY, Director, Division of Legislative Finance; JIM HAUCK and SUSAN TAYLOR, Fiscal Analysts, DLF; and aides to committee members and other members of the Legislature. SUMMARY INFORMATION SENATE BILL NO. 229 "An Act making appropriations for the operating and loan program expenses of state government, for certain programs, and to capitalize funds; making appropriations under art. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." RESULTS BASED GOVERNMENT WORKSESSION Focusing on: YEAR 2000 PROJECT AND FINAL REVIEW: DEPARTMENT OF NATURAL RESOURCES AND MENTAL HEALTH Co-Chair Sharp turned the meeting over to Senator Parnell to lead the discussions. Senator Parnell began with the missions and measures for the Department of Natural Resources. He noted a change to the department mission on the program review. He reminded committee members that the department's stated mission was "to develop, conserve and enhance natural resources for present and future Alaskans." While that sounded good, he acknowledged, he personally liked the constitutional language better. He referred to Article 8 Section 1 of the State Of Alaska constitution, which said "statement of policy." He proposed changing the mission statement to reflect the constitution. He offered to allow DNR representatives to speak to the committee if any member desired. No interest was expressed in hearing from the department. Senator Parnell then moved for adoption of the DEPARTMENT OF NATURAL RESOURCES PROGRAM REVIEW into the working document of the budget. There was no objection and Co-Chair Sharp so ordered. Senator Parnell directed the topic to the MENTAL HEALTH PROGRAM and offered a motion to adopt the Program Review into the working budget document. Without objection, it was adopted. Senator Parnell began discussions on the YEAR 2000 PROJECT. This portion of the meeting was recorded and handwritten log notes were taken.
