MINUTES SENATE FINANCE COMMITTEE 11 March, 1998 4:40 p.m. TAPES SFC 98 # 78, Side A (000-590) Side B (590-514) CALL TO ORDER Senator Bert Sharp, Co-chair, convened the meeting at approximately 4:40 p.m. PRESENT In addition to Co-chairman Sharp, Senators Pearce, Donley and Parnell were present when the meeting was convened. Senators Phillips and Torgerson arrived shortly thereafter. Also Attending: Senator TIM KELLY; Colonel GLENN GODFREY, , Alaska State Troopers, Department of Public Safety; Captain CHRIS STOCKARD, AST, DPS; Captain GLENN FLOTHE, AST, DPS; MIKE GREANY, Director, Division of Legislative Finance; GINGER PATTON, Fiscal Analyst; and aides to committee members and other members of the Legislature. SUMMARY INFORMATION SENATE BILL NO. 255 "An Act establishing the Joint Committee on Military Bases in Alaska; and providing for an effective date." CS FOR SENATE BILL NO. 255(STA) "An Act establishing the Joint Committee on Military Bases in Alaska; and providing for an effective date." Senator Kelly joined the committee and spoke to the bill. He testified that earlier concerns voiced by committee members as to the lack of financial participation by the affected communities are being addressed. He spoke of groups being formed by municipalities to deal with the closures issues and also that the municipalities are talking about making financial contributions to those efforts. As sponsor of the bill, Senator Kelly said he has no objections to the new fiscal note prepared by the Senate Finance Committee. Senator Pearce spoke to the revised fiscal note her staff is drafting. She made a motion that the Senate Finance Committee Substitute for SB 255 be moved out of committee. There was no objection and Co-Chair Sharp so ordered. SENATE BILL NO. 229 "An Act making appropriations for the operating and loan program expenses of state government, for certain programs, and to capitalize funds; making appropriations under art. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date."
