PRESENT In addition to Co-chairman Frank, co-chairman Halford, Senators Phillips, Sharp and Rieger were present when the meeting convened. Senators Donley and Zharoff arrived later. SUMMARY INFORMATION CS FOR HOUSE BILL NO. 412(FIN) am(brf pfld) An Act making appropriations for the operating and loan program expenses of state government, for certain programs, and to capitalize funds; making an appropriation under art. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date. Co-chairman Frank reviewed subcommittee report summaries. Department of Education following review by co-chairman Frank and brief question and answer by Karen Rehfeld was moved by Senator Halford and without objection was adopted. Department of Corrections was reviewed by co-chairman Frank. Senator Rieger asked if the label of appropriations would state institutions or specify the institution to receive the monies. Kathryn Daughhetee said that it would state institutions and co-chairman Frank asked her to include specific institution instructions. The summary was moved by Senator Halford and without objection it was adopted. Department of Environmental Conservation following review by co-chairman Frank and a brief explanation of storage tank grants by Barbara Frank was moved by Senator Halford and with the objection of Senator Zharoff duly noted it was adopted by a vote of 6 - 1. Department of Natural Resources following review by co-chairman Frank and brief question and answer by Nico Bus was moved by Senator Halford and with the objection of Senator Zharoff duly noted it was adopted by a vote of 6 - 1. Department of Commerce and Economic Development was reviewed by Senator Sharp. Senator Zharoff voiced concern about limited flexibility of ASMI. Senator Rieger voiced concern about tourism. Co-chairman Frank said he would hold these two items open for later discussion. Senator Halford moved the subcommittee report and with the objection of Senator Zharoff duly noted it was adopted by a vote of 6 -1. Formal minutes of the meeting were not prepared since pertinent financial information is available in Conference Committee Reports on the FY 97 operating budget.
