  Senator  Steve  Frank,  Co-chair, convened  the  meeting  at                 
  approximately 9:05 A.M.

  Donley  and  Rieger  were  present   when  the  meeting  was                 
  convened.  Co-chairman Halford arrived later.

  program expenses of state  government, for certain programs,
