ACTION NARRATIVE 3:54:22 PM CHAIR CLICK BISHOP called the Senate Community and Regional Affairs Standing Committee meeting to order at 3:54 p.m. Present at the call to order were Senators Hoffman, Micciche, and Chair Bishop. Senator Gray-Jackson arrived soon thereafter. SB 218-ROAD SERVICE AREA CONSOLIDATION  3:54:52 PM CHAIR BISHOP announced the consideration of SENATE BILL NO. 218, "An Act relating to road service area consolidation." He said the committee is hearing SB 218 for the second time. SENATOR MICCICHE reported that the Kenai Peninsula Borough has one board for 28 road service areas (RSAs), which are like zones within the borough. Further, there are approximately 20 RSAs within his district. He said he did not believe SB 218 affects the board that oversees the 28 RSAs within the Kenai Peninsula Borough. He asked Ms. Moss to confirm that the bill does not affect the board. 3:55:46 PM SENATOR GRAY-JACKSON joined the committee meeting. 3:55:59 PM RYNNIEVA MOSS, Staff, Senator John Coghill, Alaska State Legislature, Juneau, Alaska, replied that is correct. The bill says that if the one board feels that consolidation is necessary, the board could go to the borough assembly who could vote do what the board recommended. SENATOR MICCICHE said most of his questions have been answered and he was fine with the bill, but would do some additional research. MS. MOSS said she would be glad to discuss the matter further. 3:56:53 PM SENATOR MICCICHE moved to report SB 218, work order 31-LS1510\M, from committee with individual recommendations and attached zero fiscal note. HB 142-NATIVE ORGANIZATIONS TANF PROGRAM  3:58:54 PM CHAIR BISHOP called the committee back to order and announced the consideration of CS FOR HOUSE BILL NO. 142(JUD), "An Act relating to Alaska Native organizations' family assistance programs." He said the committee heard the companion bill, SB 121, on February 4, 2020. 3:59:22 PM ERIN HARRINGTON, Staff, Representative Jonathan Kreiss-Tomkins, Alaska State Legislature, Juneau, Alaska, stated that HB 142 is the companion bill to SB 121, which this committee has heard. She detailed that HB 142 provides a technical statutory fix to allow the Central Council of the Tlingit and Haida Indian Tribes of Alaska ("Tlingit & Haida") to continue administration of the Temporary Assistance for Needy Families (TANF) program on behalf of communities in the Southeast Alaska region. MS. HARRINGTON pointed out that Tlingit & Haida has administered the TANF program for decades. However, a recently identified technical issue in one section of AS 47.27.070 directly conflicts with the section that comes a few lines later in the statute. She said the bill would provide timely assistance to the TANF program and the people of Southeast Alaska during the current public health emergency. 4:01:10 PM SENATOR MICCICHE moved to report HB 142, work order 31-LS0535\G, from committee with individual recommendations and attached zero fiscal note. 4:01:27 PM CHAIR BISHOP found no objection and CSHB 142(JUD) was reported from the Senate Community and Regional Affairs Standing Committee. 4:02:01 PM There being no further business to come before the committee, Chair Bishop adjourned the Senate Community and Regional Affairs Standing Committee meeting at 4:02 p.m.
