SENATE COMMITTEE ON COMMITTEES January 19, 1999 11:50 a.m. CHAIRWOMAN DRUE PEARCE called the meeting of the Committee on Committees to order at 11:50 a.m. Present were Senators Pearce, Kelly, Miller, Halford, and Ellis. The order of business before the committee was consideration of two Committee on Committees reports. The Committee on Committees took a brief at-ease from 11:52 a.m. to 11:59 a.m. SENATOR KELLY moved to adopt the Committee on Committees' Report No. 1 and call for action by the full Senate. Report No. 1 designates the membership of the eight standing committees as follows. COMMUNITY AND REGIONAL AFFAIRS COMMITTEE Senator Tim Kelly, Chair Senator Wilken, Vice Chair Senator Phillips Senator Ward Senator Hoffman HEALTH, EDUCATION AND SOCIAL SERVICES COMMITTEE Senator Miller, Chair Senator Pete Kelly, Vice Chair Senator Wilken Senator Pearce Senator Elton JUDICIARY COMMITTEE Senator Taylor, Chair Senator Halford, Vice Chair Senator Donley Senator Torgerson Senator Ellis LABOR AND COMMERCE COMMITTEE Senator Mackie, Chair Senator Tim Kelly, Vice Chair Senator Donley Senator Leman Senator Hoffman RESOURCES COMMITTEE Senator Halford, Chair Senator Taylor, Vice Chair Senator Pete Kelly Senator Mackie Senator Green Senator Parnell Senator Lincoln RULES COMMITTEE Senator Tim Kelly, Chair Senator Leman, Vice Chair Senator Miller Senator Pearce Senator Ellis STATE AFFAIRS COMMITTEE Senator Ward, Chair Senator Green, Vice Chair Senator Phillips Senator Mackie Senator Elton TRANSPORTATION COMMITTEE Senator Ward, Chair Senator Pearce, Vice Chair Senator Halford Senator Miller Senator Lincoln SENATOR ELLIS asked if the Finance Committee membership is contained in Report No. 1. CHAIRWOMAN PEARCE stated it is not. She announced the motion to adopt Report No. 1 and move it to the Senate floor carried with no objection. Number 043 SENATOR TIM KELLY moved to adopt the Committee on Committees' Report No. 2 and move it to the Senate floor for action by the full body. SENATOR ELLIS objected on the basis that the Finance Committee membership listed in Report No. 2 does not conform to the Uniform Rules. He noted two Democratic minority members should be appointed to the Senate Finance Committee with the increased membership of that committee. SENATOR KELLY clarified the Uniform Rules can be suspended by a two-thirds vote of each body, and that he intends to introduce a resolution to suspend Rule 1(e) prior to adopting Report No. 2. A roll call vote was taken. Senators Kelly, Miller, Halford, and Pearce voted "yea," and Senator Ellis voted "nay"; therefore the motion to adopt and pass Report No. 2 to the Senate floor carried. There being no further business to come before the Committee on Committees, CHAIRWOMAN PEARCE adjourned the meeting at 12:02 p.m.
