ACTION NARRATIVE 7:03:30 AM VICE CHAIR CLICK BISHOP called the Legislative Budget and Audit Committee meeting to order at 7:03 a.m. Representatives Josephson, Foster, and Spohnholz and Senators von Imhof, Stedman, Giessel, and Bishop were present at the call to order. Senator Wielechowski (alternate) arrived as the meeting was in progress. VICE CHAIR BISHOP announced that Pat Pitney had been hired as the Legislative Fiscal Analyst [Director, Legislative Finance Division] effective January 27, 2020. ^Approval of Minutes APPROVAL OF MINUTES  7:04:28 AM VICE CHAIR BISHOP announced that the first order of business would be Approval of the Minutes. 7:04:36 AM REPRESENTATIVE JOSEPHSON made a motion to approve the minutes of the Legislative Budget and Audit Committee on December 18, 2019, January 22, 2020, and January 24, 2020. There being no objection, the minutes from the meetings of December 18, 2019, January 22, 2020, and January 24, 2020 were approved. ^FY 19 Audit of the Alaska State Legislature FY 19 AUDIT OF THE ALASKA STATE LEGISLATURE    7:05:00 AM VICE CHAIR BISHOP announced that the next order of business would be the FY 19 Audit of the Alaska State Legislature. 7:05:16 AM KRIS CURTIS, Legislative Auditor, Legislative Audit Division, Legislative Agencies and Offices, directed attention to the independent audit of the Alaska State Legislature, a schedule of appropriations, expenditures, and encumbrances, and a schedule of revenues for FY 19 [Included in members' packets]. She stated that this was conducted every year and was required by statute. She added that there was also included a letter to those charged with governance [Included in members' packets] which was required to accompany the audit opinion, pointing out that the auditor had stated that these were accurate. ^Executive Session EXECUTIVE SESSION    7:06:05 AM VICE CHAIR BISHOP announced that the next order of business would be executive session. 7:06:11 AM REPRESENTATIVE JOSEPHSON made a motion to move to executive session under Uniform Rule 22(b)(3), discussion of matters that may, by law, be required to be confidential, for the purpose of discussing confidential audit reports under AS 24.20.301. There being no objection, the committee went into executive session at 7:07 a.m. 7:07:01 AM The committee took an at-ease from 7:07 a.m. to 8:15 a.m. 8:15:16 AM VICE CHAIR BISHOP brought the committee back to order. Senators Bishop, Stedman, Giessel, and Wielechowski (alternate) and Representatives Josephson, Foster, and Spohnholz were present at the call to order. 8:15:50 AM REPRESENTATIVE JOSEPHSON made a motion for the preliminary audit for the State of Alaska Single Audit for the Fiscal Year ended June 30, 2019 to be released to the appropriate agencies for response. There being no objection, it was so ordered. ^Other Committee Business OTHER COMMITTEE BUSINESS  8:16:08 AM VICE CHAIR BISHOP announced that the consultants for the Legislative Budget and Audit Committee, IN3NERGY, would be offering Petroleum Fiscal Policy 103 training sessions for all legislators and staff on Saturday, February 29, at 9 a.m. and 1 p.m. 8:16:38 AM ADJOURNMENT  There being no further business before the committee, the Legislative Budget and Audit Committee meeting was adjourned at 8:17 a.m.
