Representative Joule spoke to Item 9 DEED in opposition to the House numbers, which would require a one to one Head Start match. He stressed the difficulty of acquiring the match with rising fuel costs and other issues. Co-Chair Meyer observed that the Senate did not have intent language. The intent of the House is to require communities to get involved and to contribute. He suggested that Native entities and others could contribute in rural areas, but acknowledged the difficulty. He stated that Co-Chair Chenault MOVED to ADOPT the chairman's recommendation on item 9 DEED. There being NO OBJECTION, it was so ordered. 4:39:12 PM Co-Chair Chenault MOVED to ADOPT the chairman's recommendation on item 5 DEC. Senator Dyson WITHDREW his OBJECTION. He observed that $8 million would be spent hiring outside counsel. He MOVED to ADOPT the Senate number of $6.1 million. Co-Chair Hoffman pointed out that the appropriation is for multiple years and felt that the there were sufficient funds to cover the initial year. Senator Dyson spoke in support of his motion. There being NO OBJECTION, it was so ordered. 5:03:24 PM Language David Teal, Director, Legislative Finance Division discussed the language sections. Item 1 is open. He observed that OMB helped to clarify the Senate language in item 1. Co-Chair Chenault MOVED to ADOPT the Senate's language on item 1. There being NO OBJECTION, it was so ordered. Item 2, 3, 4 did not require action. Mr. Teal observed that the House language on item 5 was drafted before the passage of SB 124. Co-Chair Chenault MOVED to ADOPT the Senate language for item 5. There being NO OBJECTION, it was so ordered. 5:06:11 PM Item 6 did not require action. Mr. Teal explained that the Senate language clarifies House on item 7. Co-Chair Chenault MOVED to ADOPT the Senate language for item 7 in the Department of Natural Resources. There being NO OBJECTION, it was so ordered. 5:07:24 PM Mr. Teal discussed item 8. Both houses adopted new language, but the Senate was able to clean up the language. Co-Chair Chenault MOVED to ADOPT Senate 8. There being NO OBJECTION, it was so ordered. No action was needed on items 9 or 10. Mr. Teal reviewed item 11 and concluded that the Senate language was clear. Co-Chair Chenault MOVED to ADOPT Senate item 11. Mr. Teal explained that item 12 was adopted. Item 13 was House. Co-Chair Chenault MOVED to ADOPT House item 13. There being NO OBJECTION, it was so ordered. 5:09:41 PM Items 14 and 15 relate to CBR, but no action was required. Item 16 was handled previously. Mental Health Mr. Teal observed that the House general omits a single mental health capital project in order to conference.
