CHAIR BILL THOMAS called the meeting to order at 9:35 a.m.
Representatives Thomas and Gara; and Senators Hoffman, Meyer,
and Thomas were present at the call to order.

CHAIR THOMAS announced that the only order of business would be
HOUSE BILL NO. 104, "An Act renaming the Alaska performance
scholarship and relating to the scholarship and tax credits
applicable to contributions to the scholarship; establishing the
Alaska performance scholarship investment fund and the Alaska
performance scholarship award fund and relating to the funds;
making conforming amendments; and providing for an effective
date."

CHAIR THOMAS reviewed the rules and process to be followed,
during the conference committee deliberations, and requested a
motion.

SENATOR HOFFMAN moved that the committee adopt SCS CSHB 104
(FIN), Version 27-GH1893\S, as the working document. Without
objection senate Version S was before the committee.

SENATOR HOFFMAN moved that the committee request limited powers
of conference, from the presiding officers. Without objection
so ordered.
CHAIR THOMAS drew attention to a letter in the committee packet,
dated April 15, 2012, addressed to the Senate President and
Speaker of the House, that lists the specific points of
disagreement for which the committee requests limited powers of
free conference, and directed each member to sign the original
letter. He explained that under limited powers of free
conference, the committee can adopt any language, dates or
effective dates subject to conference. Finally, he stated the
expectation that both bodies will act on the request for limited
powers, thus enabling the committee to take appropriate action
on the same day.
