HB 2: DRUG TESTING FOR SCHOOL BUS DRIVERS REPRESENTATIVE GAIL PHILLIPS, PRIME SPONSOR OF HB 2, advised members that they should have a CS to HB 2 dated April 6, 1993. It is different from the original bill in that it contains section one, which is the findings and purpose. The bill passed out of the HESS and Judiciary committees in its original form; in the House Finance Committee, it was AMENDED to DELETE two references to improper use of drugs and alcohol on line seven, and another on line eight and nine of the original version. The first deletion created no problem, the second, however was replaced by the term "illegal use". REPRESENTATIVE PHILLIPS pointed out this amendment caused concern because those words had not been reviewed by the House Judiciary Committee. These two words created more problems than they solved. Representative Phillips wished to change the terminology back to its original form, plus add the findings section. REPRESENTATIVE PHILLIPS asked that CSHB 2 (RLS) work draft be adopted. REPRESENTATIVE BARNES MOVED FOR ADOPTION OF CSHB 2 (RLS). CHAIRMAN MOSES asked if there were objections. Hearing none, he ORDERED ADOPTION of CSHB 2 (RLS). He asked if there was discussion. REPRESENTATIVE RAMONA BARNES MOVED to PASS CSHB 2 (RLS) from committee with individual recommendations. CHAIRMAN MOSES asked if there were objections; hearing none, he ORDERED CSHB 2 (RLS) MOVED from committee. ADJOURNMENT CHAIRMAN MOSES asked members and the audience if there were further comments. Hearing none, he adjourned the meeting at 3:15 p.m.
