HOUSE RESOURCES STANDING COMMITTEE March 24, 1999 1:22 p.m. COMMITTEE CALENDAR OVERVIEW: CITIZENS' ADVISORY COMMISSION ON FEDERAL AREAS TAPE(S) 99-18, SIDE(S) A & B CALL TO ORDER Representative Jerry Sanders, Co-Chair, convened the House Resources Standing Committee meeting at 1:22 p.m. PRESENT Committee members present at the call to order were Representatives Sanders, Ogan, Harris, Morgan, Whitaker and Joule. Representatives Masek, Barnes and Kapsner were excused. SUMMARY OF INFORMATION STAN LEAPHART, Executive Director, Citizens' Advisory Commission on Federal Areas (CACFA), gave an overview on the following current federal land management issues: the Bureau of Land Management proposed 3809 Surface Management Regulations; the Fortymile Wild and Scenic River long-term camping plan; the U.S. Forest Service suspension of road construction and reconstruction in unroaded areas; the U.S. Fish and Wildlife notice issued to prepare an environmental impact statement on a natural gas pipeline right-of-way application in the Kenai Wildlife Refuge; the Outer Continental Shelf revenue-sharing bills in Congress; the Glacier Bay Fisheries Act; snowmachine access in Denali National Park; and the review of the 16 management plans for Alaska's refuge areas. STEVE PORTER, Chairman, Citizens' Advisory Commission on Federal Areas (CACFA), explained the composition of the commission and noted an opening that could be filled by a rural member, as was suggested by Representative Joule. Mr. Porter explained that the purpose of CACFA is to make sure that residents know of federal area decisions, and that they have reasonable opportunities to comment. Because CACFA has received flat funding the past few years, there is a lot of volunteer work being done; in addition, there is excellent support from other state agencies. COMMITTEE ACTION The committee took no action.
