ACTION NARRATIVE TAPE 00-17, SIDE A Number 0001 CHAIRMAN JIM WHITAKER called the House Special Committee on Oil and Gas meeting to order at 10:04 a.m. Members present at the call to order were Representatives Whitaker, Dyson, Green, Porter, Kemplen and Smalley. Representative Harris arrived as the meeting was in progress. HB 414-OIL & GAS CONSERVATION COMMISSION [Please note that the tape is difficult to discern because the recording is extremely slow. Therefore, the minutes were constructed from the committee secretary's log notes.] Number 0133 CHAIRMAN WHITAKER announced the first order of business would be HOUSE BILL NO. 414, "An Act relating to the qualifications of the members of the Alaska Oil and Gas Conservation Commission; and providing for an effective date." [Following discussion at the previous committee meeting, a committee substitute (CS) had been drafted to incorporate three changes the committee wished to make.] Number 0208 REPRESENTATIVE PORTER moved to adopt the CS for HB 414 [Version H, 1-LS1488\H] as the working document before the committee. REPRESENTATIVE GREEN, sponsor of HB 414, asked whether the CS incorporated the three conceptual amendments upon which the committee had agreed at the previous meeting. CHAIRMAN WHITAKER assured him that was the case. REPRESENTATIVE DYSON made a motion to move the CS for HB 414 out of committee with individual recommendations and accompanying fiscal notes. There being no objection, it was so ordered and CSHB 414(O&G) was moved from the House Special Committee on Oil and Gas. CHAIRMAN WHITAKER declared a brief at-ease beginning at 10:12 a.m. so that the presenters could set up for the two scheduled presentations.
