Representative Mark Hodgins, Chairman, convened the House Special              
Committee on Oil and Gas at 8:10 a.m.

Committee members present at the call to order were Representatives            
Hodgins, Ogan, Ryan, Bunde, Brice and Kemplen.  Representative                 
Rokeberg arrived as the meeting was in progress.                               
                                                                               
SUMMARY OF INFORMATION                                                         
                                                                               
KURT FREDRIKSSON, Director, Division of Spill Prevention and                   
Response, Department of Environmental Conservation (DEC), reviewed             
current state response resources and the DEC's community response              
programs in relation to hazardous spills.  He also reviewed Dutch              
Harbor Oil spill and non-contingency plan carriers.
