HOUSE SPECIAL COMMITTEE ON OIL AND GAS February 3, 1998 10:05 a.m. COMMITTEE CALENDAR CONTINUATION REVIEW OF DUTCH HARBOR OIL SPILL AND NON-CONTINGENCY PLAN CARRIERS TAPE(S) 98-6, SIDE(S) A & B 98-7, SIDE(S) A CALL TO ORDER Representative Hodgins, Chairman, convened the House Special Committee on Oil and Gas meeting at 10:05 a.m. PRESENT Committee members present at the call to order were Representatives Hodgins and Ogan. Representative(s) Kemplen, Ryan and Rokeberg arrived as the meeting was in progress. SUMMARY OF INFORMATION KURT FREDRICKSSON, Director, Division of Spill Prevention and Response, Department of Environmental Conservation, testified regarding the Kuroshima oil spill near Dutch Harbor, last November. Discussion ranged from a description of how the incident command was implemented to how the 470 funds are to be used. These discussions involved the implementing regulatory authority and the discretion of the Department of Environmental Conservation. Agency accountability and the lack of cost recovery incentive was also discussed. LINDA FREED, Kodiak Island Borough, gave testimony on Kodiak's recent efforts to implement a regional response plan. She suggested that the committee view a video tape of a recent "near spill" close to the island of Kodiak. Ms. Freed discussed the resources that have been received from the state and recent effort to formulate an equipment list. COMMITTEE ACTION The committee took no action.
