ACTION NARRATIVE 1:04:58 PM CHAIR CHRIS TUCK called the House Special Committee on Military and Veterans' Affairs meeting to order at 1:04 p.m. Representatives Story, Shaw, Tarr, Claman, Nelson, Rauscher (via teleconference), and Tuck were present at the call to order. HB 34-NAMING VIETNAM HELI. PILOTS' MEM. BRIDGE  1:05:58 PM CHAIR TUCK announced that the first order of business would be HOUSE BILL NO. 34, "An Act naming the Vietnam Helicopter Pilots' Memorial Bridge." 1:06:22 PM REPRESENTATIVE TARR moved to rescind previous action of the committee in reporting HB 34 out of committee. There being no objection, it was so ordered. 1:06:45 PM CHAIR TUCK stated that the fiscal note is approximately $6300 and asked whether anyone had questions on the fiscal note. 1:07:03 PM REPRESENTATIVE TARR moved to report HB 34 out of committee with individual recommendations and the accompanying fiscal notes. There being no objection, HB 34 was reported out of committee. HB 53-MILITARY CHILDREN SCHOOL RESIDENCY WAIVER  1:07:36 PM CHAIR TUCK announced that the final order of business would be HOUSE BILL NO. 53, "An Act relating to residency requirements for public school enrollment for certain children of active duty military and National Guard members." 1:08:07 PM REPRESENTATIVE CLAMAN moved to adopt Amendment 1, labeled 32- LS0344/A.1, which reads as follows: Page 1, line 12: Delete "10" Insert "30" CHAIR TUCK objected for purposes of discussion. REPRESENTATIVE CLAMAN spoke to Amendment 1; it would change from 10 to 30 days for the families to get their paperwork together. 1:09:16 PM REPRESENTATIVE STORY stated that she understands that it was previously the practice to have 30 days and referenced Superintendent Bishop, and said she supports Amendment 1. 1:09:31 PM CHAIR TUCK removed his objection. There being no further objection, Amendment 1 was adopted. 1:09:44 PM CHAIR TUCK opened public testimony. After ascertaining that there was no one who wished to testify, he closed public testimony. 1:10:09 PM The committee took a brief at-ease at 1:10 p.m. 1:10:15 PM DENEEN TUCK, Staff, Representative Ken McCarty, Alaska State Legislature, on behalf of Representative McCarty, prime sponsor of HB 53, noted that at the last hearing on HB 53, REPRESENTATIVE TARR had asked whether the proposed legislation included any changes [compared to House Bill 109, which was before the committee during the Thirty-First Alaska State Legislature. She clarified that while she said there were no substantive changes, HB 53 includes an added definition of "guardian" on page 1, line 13 - a definition which was already in statute [AS 13.06.050]. 1:11:25 PM REPRESENTATIVE TARR moved to report HB 53, as amended, out of committee with individual recommendations and the accompanying fiscal notes. There being no objection, CSHB 53(MLV) was reported out of committee. 1:12:47 PM ADJOURNMENT  There being no further business before the committee, the House Special Committee on Military and Veterans' Affairs meeting was adjourned at 1:13 p.m.
