HOUSE SPECIAL COMMITTEE ON MILITARY AND VETERANS' AFFAIRS February 25, 1999 5:02 p.m. COMMITTEE CALENDAR OVERVIEW: DIVISION OF EMERGENCY SERVICES TAPE(S) 99-3, SIDE(S) A & B CALL TO ORDER Representative Lisa Murkowski, Chair, convened the House Special Committee on Military and Veterans' Affairs meeting at 5:02 p.m. PRESENT Committee members present at the call to order were Representatives Murkowski, James, Phillips and Kott. Representatives Foster and Cissna arrived as the meeting was in progress. SUMMARY OF INFORMATION DAVID LIEBERSBACH, Director, Division of Emergency Services, Department of Military and Veterans Affairs, began his overview by describing the history of the division, its mission and its past accomplishments. In reply to questions from Chair Murkowski, he explained that a full disaster is in effect upon declaration by the governor. The division works on all disasters, not just "natural disasters." In reply to questions by Representative Phillips, he said organized boroughs do not have "LAPC." The division rates itself; personnel have learned, sometimes the hard way, how to handle emergency response situations more effectively. Because of the hiring freeze, they do not expect to have a new chief of staff soon. COMMITTEE ACTION The committee took no action. ADJOURNMENT The meeting adjourned at 6:10 p.m. NOTE: The meeting was recorded and handwritten log notes were taken. A copy of the tape(s) and log notes may be obtained by contacting the House Records Office at 130 Seward Street, Suite 211, Juneau, Alaska 99801-1182, (907) 465-2214, and after adjournment of the second session of the Twenty-first Alaska State Legislature, in the Legislative Reference Library.
