1.     ROLL CALL                                                                                                              
                                                                                                                                
The   Legislative Council  meeting   was  called  to  order  at 10:18   a.m.  by                                                
Representative  Joe Green,  Legislative Council Chair, in the Beltz Room  at the                                                
Alaska State Capitol.                                                                                                           
                                                                                                                                
The  roll was taken.  In attendance  were  Council  members:   Green,  Kott (via-                                               
teleconference), Murkowski  (via-teleconference), Rokeberg  (via-teleconference),                                               
Cowdery    (via-teleconference),  Stevens   (via-teleconference), Donley    (via-                                               
teleconference) and  Elton.  Members   Absent  were:   Ogan,  Porter, Berkowitz,                                                
Halford, Kelly and Torgerson.  Staff present were: Varni, Ibesate and Price.                                                    
                                                                                                                                
2.     APPROVAL OF THE OCTOBER 16, 2002 MEETING MINUTES                                                                       
                                                                                                                              
Senator  Donley   moved   the minutes   of the  October  16,  2002  meeting   be                                                
approved.

             Elton

3.     APPROVAL OF KETCHIKAN LEASE RENEWAL                                                                                    
                                                                                                                                
Senator  Cowdery   moved  that Legislative Council approve  the second  renewal                                                 
option for the Ketchikan lease space  between  50 FS, LLC  and  the Agency  with                                                
the yearly total of $37,565.16.
