HOUSE LABOR AND COMMERCE STANDING COMMITTEE January 24, 2000 3:50 p.m. COMMITTEE CALENDAR Department of Community and Economic Development Overview [Presentation: Department of Community and Economic Development status of merger of former Department of Commerce and Economic Development and Department of Community and Regional Affairs] TAPE 00-05, SIDES A & B CALL TO ORDER CHAIRMAN NORMAN ROKEBERG reconvened the House Labor and Commerce Standing Committee meeting at 3:50 p.m. [See minutes for 3:19 p.m. on this same date for the hearing on HB 190.] PRESENT Committee members present at the call to order were Representatives Rokeberg, Halcro, Murkowski, Harris, Sanders, Brice and Cissna. SUMMARY OF INFORMATION TERRY ELDER, Director, Division of Banking, Securities & Corporations, Department of Community and Economic Development (DCED), updated the committee on the status of the Alaska Securities Act (HB 83 from the 1999 session) and the regulations being developed concerning the same. In response to questions from committee members, Mr. Elder also discussed growth of mutual fund registrations in Alaska, the impact of federal legislation S. 900, and the NBA/Wells Fargo proposed merger. BOB LOHR, Director, Division of Insurance, Department of Community and Economic Development, updated the committee on the status of the additional information (required by last year's HB 158) in the division's annual report. Mr. Lohr noted that the annual report should be in the hands of the members, and the statistical information required by HB 158 was contained in the report. KATIE CAMPBELL, Actuary, L/H, Division of Insurance, Department of Community and Economic Development, confirmed that the information was in the division's annual report. JEFF BUSH, Deputy Commissioner, Department of Community and Economic Development, presented the committee with information about the merger of functions from the previous two departments and how that was working. He gave an overview on the various functions of the department and answered questions from committee members. TOM LAWSON, Director, Division of Administrative Services, Department of Community and Economic Development, answered questions from committee members concerning the fiscal impact of the merger and challenges facing the merged department. COMMITTEE ACTION The committee took no action.
