Members present were Reps. Hudson, Porter, Williams, Green, and Sitton. Reps. Mulder and Mackie were absent. HB 114: DRUG DISPENSING:ADVANCED NURSE PRACTITIONERS Number 028 REP. CYNTHIA TOOHEY, PRIME SPONSOR OF HB 114, explained that the bill would clarify in statute what is in practice now. Rep. Toohey further explained that when the statute was written it gave advanced nurse practitioners the authority to prescribe, but the word dispense was left out. REP. SITTON asked why there were no statements from doctors on the issue. REP. TOOHEY stated that doctors weren't affected by the bill. Number 118 REP. JOE GREEN inquired if there was any concern regarding potential abuse of the drugs the nurses would carry with them since they would have to maintain a large quantity, especially when travelling. Number 151 ELFRIDA NORD, CHIEF, DIVISION OF PUBLIC HEALTH, DEPARTMENT OF HEALTH AND SOCIAL SERVICES, responded that the type of drugs the nurses can dispense is determined by the Board of Nursing. REP. TOOHEY responded further that security of the drugs is tightly controlled and all nurses carry liability insurance. Number 224 REP. PORTER moved HB 114 with individual recommendations. No objections were heard and it was so ordered. HB 102: PANEL MEMBERS ON AK LABOR RELATIONS AGENCY Number 248 JAN DE YOUNG, ADMINISTRATOR, ALASKA LABOR RELATIONS AGENCY, outlined for the committee the reason for the bill. Ms. De Young explained that the board consists of three members meeting approximately 40 times a year with no compensation. The bill will expand the board to six members and provide for a $100 stipend per meeting. Number 332 REP. SITTON observed that the $100 would be taxable income. Number 377 JOHN ABSHIRE, DEPUTY COMMISSIONER, DEPARTMENT OF LABOR, testified that he supported HB 102 and offered to answer questions. Number 382 BRUCE LUDWIG, ALASKA PUBLIC EMPLOYEES ASSOCIATION, testified in support of HB 102. Mr. Ludwig explained that due to the heavy caseload the waiting period has been up to a year in some cases. Number 392 WILLIE ANDERSON, NATIONAL EDUCATION ASSOCIATION, echoed Mr. Ludwig's testimony and added that the agency's staff were also overworked. Number 420 REP. WILLIAMS moved HB 102 with Individual recommendations and one fiscal note. There were no objections, it was so ordered. CHAIRMAN HUDSON adjourned the meeting at 3:35 p.m.
