Vice Chair Anderson noted that Chair McGuire and Representative Samuels were unable to attend the meeting. SUMMARY OF INFORMATION  Mark K. Johnson, Commissioner, Chair, Regulatory Commission of Alaska (RCA), Department of Community & Economic Development (DCED), presented a review of the proposed regulations developed pursuant to HB 111. He spoke on the objective process followed by the RCA in promulgating the proposed regulations, the impact of open dockets on what concepts the Commission addressed in R- 03-03, and explained and provided clarification on the regulations and definitions proposed in R-03-03. He also responded to questions regarding the concepts of market share, market power, incumbent carriers, dominant carriers, rural competition, rural exemptions, and competitive service areas. Kate Giard, Commissioner, Regulatory Commission of Alaska (RCA), Department of Community & Economic Development (DCED), assisted with the presentation. She spoke on the concepts of market share and market power and responded to questions regarding wireless competition in rural Alaska and Universal Service Funds.
