ALASKA STATE LEGISLATURE  HOUSE HEALTH, EDUCATION AND SOCIAL SERVICES  STANDING COMMITTEE  February 5, 2002 4:25 p.m. COMMITTEE CALENDAR  OVERVIEW: SUBSTANCE ABUSE DIRECTORS ASSOCIATION OF ALASKA; ASSOCIATION OF RURAL AND ALASKA NATIVE DRUG & ALCOHOL PROGRAMS TAPES  02-6, SIDE A CALL TO ORDER  REPRESENTATIVE FRED DYSON, Chair, called the House Health, Education and Social Services Standing Committee meeting to order at 4:25 p.m. [Minutes for HB 309, HB 366, and EO 103 can be found in the 3:04 p.m. minutes for the same date.] PRESENT  Committee members present were Representatives Dyson, Wilson, Coghill, Stevens, Kohring, and Joule. Representative Cissna participated via teleconference. Senator Leman was also present. SUMMARY OF INFORMATION  KEVIN MURPHY, President, Substance Abuse Directors Association of Alaska, gave a summary of the treatment continuum and the range of clients involved in treatment. He noted that successful treatment results in cost savings down the road. Workers strive to implement science-based best practices. PATRICK HEFLEY, Director of Human Resources, Southeast Alaska Regional Health Consortium (SEARHC), presented information pertaining to the need for alcohol and drug abuse prevention and intervention in Alaska. He emphasized that the earlier the intervention, the better the chance of success. He indicated that viable data would soon be available to show outcomes of drug and alcohol treatment. He noted that treatment has many forms that depend on a client's particular situation. JIM SELLERS, Executive Director, Akeela, Incorporated, noted that funding criteria have changed to include performance indicators. He summarized several grant application processes.
