HOUSE HEALTH, EDUCATION AND SOCIAL SERVICES STANDING COMMITTEE February 29, 2000 3:06 p.m. COMMITTEE CALENDAR ASSOCIATION OF ALASKA SCHOOL BOARDS PRESENTATION TAPE 00-23, SIDE A CALL TO ORDER REPRESENTATIVE FRED DYSON, Chairman, convened the House Health, Education and Social Services Standing Committee meeting at 3:06 p.m. PRESENT Committee members present were Representatives Dyson, Whitaker, Green, Morgan, Brice, Kemplen and Coghill. SUMMARY OF INFORMATION CARL ROSE, Executive Director, Alaska Association of School Boards MARI-ANNE GROSS, President-elect, Alaska Association of School Boards (AASB), reported to the committee on the progress of the "Board Standards, A Framework for Alaska School Boards" program developed by AASB to define the Vision, Structure, Accountability, Advocacy, and Conduct & Ethics Standards for Alaska School Boards. Seventeen of fifty-three school districts are participating, with a goal of getting the remainder to join in within a year or two. They reported that there has been a positive difference because of the effort. MR. ROSE explained a plan to provide special assistance to school districts committed to a long-term comprehensive school improvement effort. The service is called "QS2" which comes from "Quality Schools/Quality Students." There are four components to QS2: Leadership, Programs and Staff, Community and Parents, and Resources. COMMITTEE ACTION The committee took no action CHAIRMAN DYSON called for an at-ease at 3:45 p.m. in order to hear HB 98, HB 392, HB 269 and SCR 12.
