Representative Vezey arrived at 3:11 p.m. and Representative Brice arrived at 3:12 p.m. Representative Dyson was absent. HB 66 APPROVE CENTRALIZED PUBLIC HEALTH LAB Number 0043 REPRESENTATIVE BRIAN PORTER made a motion to adopt proposed Amendment 1 to HB 66. Hearing no objection Amendment 1 was adopted. Number 0066 REPRESENTATIVE PORTER said Amendment 1 deals with the area that the committee discussed at the last meeting that perhaps the caps that we had in the provision on the two monetary figures were risky considering that prices might go up and inflation rates might change. He said then we would be faced with a situation of having the state public laboratory having to come back for a supplemental. He said if it was a "bad attitude" legislature, who wouldn't give them any more money, something might have to be cut back. He said CSHB 66(HES) is a good proposition for a complete and total lab, so let's give ourselves the opportunity to have one. He said Amendment 1 won't necessarily raise the costs, it will protect us against an unforeseen fluctuation in interest rates. Number 0131 ELMER LINDSTROM, Special Assistant, Office of the Commissioner, Department of Health and Social Services, said the department was delighted with CSHB 66(HES). Number 0172 FORREST BROWNE, Debt Manager, Treasury Division, Department of Revenue, was next to testify. He said there was also a technical language change as part of Amendment 1 having to do with the state bond committee. He said, instead of having to "issue" the certificates of participation agreeing to "provide for the issuance of". Number 0216 REPRESENTATIVE JOE GREEN made a motion to move CSHB 66(HES) from committee as amended with individual recommendations and the attached fiscal note. A roll call vote was taken on CSHB 66(HES). Representatives Bunde, Green, Porter and Kemplen voted yea. Representatives Vezey and Brice voted nay. Representative Dyson was absent for the vote. The vote was four yeas, two nays and so CSHB 66(HES) was moved from the House Health, Education and Social Services Committee. ADJOURNMENT There being no further business to conduct, CHAIRMAN BUNDE adjourned the meeting of the House Health, Education and Social Services Standing Committee at 3:14 p.m.
