TAPE CC99 - 2, Side 1 CALL TO ORDER Senator Parnell called the Conference Committee meeting to order at 4:15 p.m. PRESENT Chair Mulder Vice-Chair Senator Parnell Therriault Senator Torgerson Representative Grussendorf Senator Adams ALSO PRESENT David Teal, Director, Legislative Finance Division. SUMMARY CSHB 50(FIN)(brf sup maj fld) "An Act making appropriations for the operating and loan program expenses of state government, for certain programs, and to capitalize funds; and providing for an effective date." CSHB 51(FIN) "An Act making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date." and SCS CSHB 50(FIN) AM S "An Act making appropriations for the operating and loan program expenses of state government, for certain programs, and to capitalize funds; making appropriations under art. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." SCS CSHB 51(FIN) am S "An Act making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date." ALASKA COURT SYSTEM DEPARTMENT OF LABOR MILITARY AND VETERANS AFFAIRS DEPARTMENT OF REVENUE ALASKA COURT SYSTEM Chair Representative Mulder reviewed the proposed conference committee motions for the Alaska Court System (see attached motion sheets). Senator Parnell noted that the total for the Alaska Court System is $200 thousand dollars below the FY 99 general fund amount. Senator Parnell MOVED to ADOPT the proposed conference committee amounts for the Alaska Court System (see motion sheets). There being NO OBJECTION, it was so ordered. DEPARTMENT OF LABOR Chair Representative Mulder reviewed the proposed conference committee motions for the Department of Labor (see attached motion sheets). Representative Grussendorf asked what funding source would be used for item 7, Division of Wage and Hour. Chair Representative Mulder explained that general funds would be used for item 7. Senator Parnell explained that he had recommended that $44 thousand dollars be taken from OSHA to fund a position in the Division of Wage and Hour. He was informed that this reduction would result in an additional loss of $44 thousand dollars from OSHA. He recommended that the Senate number with an increment of $44 thousand dollars be taken for item 7, Department of Labor. Senator Parnell MOVED to ADOPT the proposed conference committee amounts for the Department of Labor (see motion sheets). There being NO OBJECTION, it was so ordered. MILITARY AND VETERANS AFFAIRS Chair Representative Mulder reviewed the proposed conference committee motions for the Military and Veterans Affairs (see attached motion sheets). Senator Parnell MOVED to ADOPT the proposed conference committee amounts for the Military and Veterans Affairs (see motion sheets). There being NO OBJECTION, it was so ordered. DEPARTMENT OF REVENUE Chair Representative Mulder reviewed the proposed conference committee motions for the Department of Revenue (see attached motion sheets). Senator Adams asked that a separate vote be taken on item 1. Senator Parnell MOVED to ADOPT the proposed conference committee amounts for items 2 and 3 of the Department of Revenue (see motion sheets). There being NO OBJECTION, it was so ordered. Senator Adams spoke in support of the House reduction ($300 thousand dollars) for item 1, Alaska Permanent Fund Corporation. He maintained that "you need to spend money to make money." Senator Parnell MOVED to ADOPT the Senate number on item 1 ($400 thousand dollars), Department of Revenue. Senator Adams OBJECTED. Chair Representative Mulder acknowledged that the funding source is permanent fund corporation receipts. He emphasized that all aspects of state government are being asked to downsize. He noted that the Corporation is being asked to join in the effort and perhaps provide a larger dividend. Senator Adams and Representative Grussendorf spoke in support of the House reduction for item 1. A roll call vote was taken on the motion to adopt the Senate number for item 1. IN FAVOR: Torgerson, Therriault, Parnell, Mulder OPPOSED: Adams, Grussendorf The MOTION PASSED (4-2). Senator Parnell MOVED to ADOPT the House intent language for Department of Revenue, Child Support Enforcement Division (copy on file). There being NO OBJECTION, it was so ordered. Senator Parnell MOVED to ADOPT the House intent language for the Department of Revenue, Division of Oil and Gas Audit (copy on file). There being NO OBJECTION, it was so ordered.
