CHAIR CARL  MORGAN convened  the meeting  of the  House Community                                                             
and   Regional   Affairs   Standing  Committee   at   8:08   a.m.                                                               
Representatives  Morgan, Wolf,  and Samuels  were present  at the                                                               
call  to order.   Representatives  Anderson, Cissna,  and Kookesh                                                               
arrived as the meeting was in progress.                                                                                         
                                                                                                                                
SUMMARY OF INFORMATION                                                                                                        
                                                                                                                                
KEVIN  RITCHIE,  Executive  Director,  Alaska  Municipal  League,                                                               
provided the committee  with an overview of  the Alaska Municipal                                                               
League.   He also answered  questions on matters such  as revenue                                                               
sharing, limited liability  companies, community organization and                                                               
dissolution,  health care  insurance,  and  the [proposed]  sales
