Representative Joule arrived at 8:17 a.m., and Ryan arrived at 8:35 a.m. Other legislators present were Representative James and Senator Wilkens. SUMMARY OF INFORMATION DAN BOCKHORST, Local Boundary Commission Staff, Department of Community and Regional Affairs, gave a presentation on the evolution of borough governments. MIKE IRWIN, Commissioner, Department of Community and Regional Affairs, discussed tribal governments and tribal status within Alaska and the Cowper Administration's recognition of tribal organizations. ANTHONY CAOLE, Tribal Administrator, Quinhagak, discussed the relationship adopted between the municipal government and the tribal government. COMMITTEE ACTION The committee took no action.
