HOUSE COMMUNITY AND REGIONAL AFFAIRS STANDING COMMITTEE February 25, 1998 8:06 a.m. COMMITTEE CALENDAR STATEWIDE TELECONFERENCE ON EXPLORING WAYS TO IMPROVE RURAL COMMUNITIES RELATIONSHIP WITH THE STATE TAPE(S) 98-12, SIDE(S) A CALL TO ORDER Representative Ivan, Chairman, convened the House Community and Regional Affairs Standing Committee meeting at 8:06 a.m. PRESENT Committee members present at the call to order were Representatives Ivan, Dyson, Kookesh, Sanders and Joule. Representative Ogan arrived at 8:14 a.m., and Representative Ryan arrived at 8:30 a.m. SUMMARY OF INFORMATION CHAIRMAN IVAN discussed ways to explore to improve the rural communities relationship with the state. JOHN OWENS, Tribal Administrator, Kwethluk IRA Council, (907) 757- 6714, and MOSES NICHOLIA, President, Kwethluk IRA Council, sitting with Mr. Owens, commented on capitol projects. JOHN SHARP, Vice President, Tribal Council, Twin Hills, Alaska, commented on upgrading and relocating electrical lines, poles and roads, et cetera. MARTHA FOSTER, Tribal Administrator, Twin Hills, Alaska, asked for references on how to address problems on PT, when parents come to council on problems with teachers. BARBARA JANITSCHECK, Maniilaq Association, (907) 442-7669, written testimony attached, summarized her written testimony. She commented on services that Maniilaq provides and current compact agreements with federal and state agencies. She also urged development of tribal state relationships. KEVIN RITCHIE, Executive Director, Alaska Municipal League (AML), (907) 586-1325, commented that the AML will be a full participant in the process. JENNIFER BELL, Natives of Sobriety, (907) 463-7353, commented on survey of the Alaska Judicial Council in 1997, on fairness and access to laws that are passed for constituents. LAMAR COTTEN, Deputy Commissioner, Department of Community and Regional Affairs, offered assistance to the committee. He also commented that he is working with the rural governments task force. JOAN DANGELI, Athabascan descendant, (907) 586-2765, commented on and submitted copies of the Yukon Indian Lands Final Agreement. GILL GUTIERREZ of Nome, commented on employment, contract issues and relationships with state agencies. COMMITTEE ACTION The committee took no action.
