MENTAL HEALTH CAPITAL Chair Representative Mulder reviewed the proposed conference committee motions for mental health capital projects. (see attached motion sheets). LEGISLATURE Chair Representative Mulder reviewed the proposed conference committee motions for the Legislature (see attached motion sheets). OFFICE OF THE GOVERNOR Chair Representative Mulder reviewed the proposed conference committee motions for the Office of the Governor (see attached motion sheets). FRONT SECTION Chair Representative Mulder reviewed the proposed conference committee motions for the Front Section, work draft 1- GH1020\V, (copy on file.) He noted that section 2 (AIDEA dividend) was deleted from the proposed committee substitute. Chair Representative Mulder recommended that the senate introductory language for HB 51 be adopted in section 3. Senator Parnell MOVED to ADOPT the senate language for HB 51. There being NO OBJECTION, it was so ordered. Chair Representative Mulder recommended that the senate introductory language for HB 50 be adopted in section 42 of the proposed committee substitute. He further reviewed the committee substitute. He observed that an amendment was included to replace section 30. The Storage Tank Assistance Fund was amended to the sum of $5,239,700 million dollars. The appropriation would be dependent on the enactment into law of SB 128. Senator Parnell MOVED to ADOPT the proposed conference committee motions for the Front Section. There being NO OBJECTION, it was so ordered. DEPARTMENT OF ADMINISTRATION Senator Parnell MOVED to ADOPT the house number of $296.8 thousand dollars for the Foster Care Review Board. There being NO OBJECTION, it was so ordered. Senator Parnell MOVED to ADOPT the proposed letter of intent for the Foster Care Review Board: It is the intent of the Legislature that: (1) all records including computer data bases and training materials in the custody of the Citizen's Foster Care Review Board on June 30, 1999, be transferred promptly by the commissioner of administration to the state archivist for retention until the records and training materials can be retrieved by the board or a successor to the board; (2) The state archivist accept the records and material transferred under paragraph (I); and (3) the records transferred under paragraph (1) that were .confidential when held by the Citizen's Foster Care Review Board shall retain their confidential status after deposition with the state archivist and shall be available only to the same persons and under the same circumstances as the records would have been available with they were held by the board. DEPARTMENT OF COMMERCE AND ECONOMIC DEVELOPMENT Chair Representative Mulder reviewed the motion sheets for open items in the Department of Commerce and Economic Development (copy on file.) Senator Parnell MOVED to ADOPT the proposed conference committee motions for the Department of Commerce and Economic Development. There being NO OBJECTION, it was so ordered. Senator Parnell MOVED to ADOPT the letter of intent: It is the intent of the Legislature that the staff of the Regulatory Commission of Alaska (which is funded by regulatory cost charges) is adequate to produce timely decisions and meet the responsibilities of the I new Public Advocacy Section and Communications Cani1 Section. The Commission shall provide an interim report by January 31, 2000 to the Legislature on its progress in filling existing vacant staff positions and its recommendation for future staff levels necessary to meet its obligations under the new structure. There being NO OBJECTION, it was so ordered. DEPARTMENT OF COMMUNITY AND REGIONAL AFFAIRS Chair Representative Mulder reviewed the motion sheets for the open items in the Department of Department of Community and Regional Affairs (copy on file.) Under state revenue sharing the senate number was taken with a fund source change: $1.534 million general fund dollars were changed to STEP funds. The house number for municipal assistance was taken with a fund source change of $1,866 general fund dollars to STEP funds. Senator Parnell MOVED to ADOPT the proposed amounts for revenue sharing and municipal assistance. There being NO OBJECTION, it was so ordered. Senator Parnell MOVED to reopen the Child Care and Day Care Assistance Program components. There being NO OBJECTION, it was so ordered. Chair Representative Mulder proposed a deletion of $400 thousand dollars in interagency receipts from the Child Care component and an increase in the Day Care Assistance Program component of $400 thousand dollars in interagency receipts. Senator Parnell MOVED to ADOPT a deletion of $400 thousand dollars in interagency receipts from the ChildCare component and increase the Day Care Assistance Program component by $400 thousand dollars interagency receipts. There being NO OBJECTION, it was so ordered. Chair Representative Mulder proposed the house number minus $4.9 million dollars for Power Cost Equalization. He added that this item would remain open to discussion. Senator Parnell observed that the amount is an authorization. Senator Parnell MOVED to ADOPT the proposed amount for Power Cost Equalization. Senator Parnell MOVED to ADOPT a letter of intent for the Department of Natural Resources: It is the intent of the Legislature that the $371.6 department wide reduction is first allocated toward administrative efficiencies, and lastly program efficiencies. Efficiencies may include allowing applicants to purchase appraisals, surveys and related costs where available in the private sector, shortening planning time from years to months, and reducing multiple layers of public hearings where possible. There being NO OBJECTION, it was so ordered. DEPARTMENT OF PUBLIC SAFETY Senator Parnell MOVED to reopen the Police Standards component. There being NO OBJECTION, it was so ordered. DEPARTMENT OF TRANSPORTATION AND PUBLIC FACILITIES Chair Representative Mulder reviewed proposed conference committee amounts for open items in the Department of Transportation and Public Facilities (see attached motion sheets). Senator Parnell MOVED to ADOPT the proposed amounts for open items in the Department of Transportation and Public Facilities. Senator Parnell MOVED to ADOPT intent language for the Central Regional Highways and Aviation component: The allocation for Central Regional Highways and Aviation shall lapse into the general fund on August 31, 2000. That portion of program receipts received during the fiscal year ending June 30, 2 2000, by the child support enforcement division that is necessary to provide the minimum 3 amount of state funds, and no more, that is necessary to secure federal funding appropriated 4 for the child support enforcement program in sec. 42 of this Act is appropriated to the 5 Department of Revenue, child support enforcement division, for the fiscal year ending 6 June 30, 2000. There being NO OBJECTION, it was so ordered. Senator Torgerson MOVED to change "40 percent" to "60 percent" on line 26, page 5 (Power cost equalization and rural electric) and delete the language on line 29, page 5 (Power project fund 20 percent). DEPARTMENT OF FISH AND GAME Senator Parnell MOVED to ADOPT intent language for the Department of Fish and Game: The expenditure of the $383,650 from the fish and game fund authorized by this appropriation is contingent on a dollar-for-dollar basis, upon the deposit of fees collect from the sale of commercial fishing licenses into the fish and game fund and may not exceed the amount of fees collected from the sale of commercial fishing licenses that is deposited into the fish and game fund. There being NO OBJECTION, it was so ordered. DEPARTMENT OF REVENUE Senator Parnell MOVED to Rescind the Conference Committees action in adopting house intent language for the Department of Revenue, Child Support Enforcement. He explained that the item has been moved to the front section. There being NO OBJECTION, it was so ordered. FISCAL NOTES Chair Representative Mulder provided members with a spreadsheet containing proposed fiscal note amounts for adopted legislation (copy on file). The total amount was $252.8 thousand general funds dollars and $11.650.1 million dollars in other funds. He reviewed the proposed amounts.
