JOINT ADMINISTRATIVE REGULATION REVIEW COMMITTEE March 19, 1997 5:10 p.m COMMITTEE CALENDAR STATUS REPORT PUBLIC HEARING: DEPARTMENT OF TRANSPORTATION DIVISION OF AVIATION TITLE 17 INTERNATIONAL AND RURAL AIRPORT REGULATIONS TAPE(S) 97-2, SIDE(S) A & B CALL TO ORDER Representative James, Chairman, convened the Joint Administrative Regulation Review Committee meeting at 5:10 p.m. PRESENT Committee members present at the call to order were Representative James. Other legislators present were Representative Foster and Senator Green. SUMMARY OF INFORMATION KURT PARKAN, Deputy Commissioner, Office of the Commissioner, Department of Transportation and Public Facilities (DOT/PF), presented the history of Title 17 and discussed what DOT/PF would like to accomplish. He answered questions on his testimony. STEVE PAVISH, Statewide Leasing Coordinator, DOT/PF, discussed the changes made in the airport regulations and spoke about the public's concerns. DOYLE RUFF, Manager, Fairbanks International Airport, DOT/PF, commented on the success of the tie-down program at Fairbanks International Airport. MORTON PLUMB, Director, Anchorage International Airport, DOT/PF, commented on Anchorage International Airport's tie-down program. ELIZABETH HICKERSON, Assistant Attorney General, Transportation Section, Department of Law, answered questions relating to the writing of the regulations. EDDIE TRIMMER, Lease Holder, Willow Airport, discussed his concerns with the proposed regulations. JACK BIRMINGHAM, Employee, ERA Aviation, discussed his concerns with the proposed regulations. RON SMITH, Lease Holder, Lake Hood, commented on HB 543. DAVE KLOSTERMAN, Representative, Alaska Bush Carriers Incorporated; and Representative, Lake Hood Lease Holders Association, discussed the association's dissatisfaction with the proposed regulations. PHIL LIVINGSTON, Owner, Hangar Lease; and former Officer, Alaska Airmen's Association, discussed his concerns with the proposed regulations. HOWARD FOWLER, Owner, Lake Hood Lease Lot, agreed with Mr. Livingston's and Mr. Birmingham's concerns with the proposed regulations. STEVE COOPER, Tenants Association, Fairbanks International Airport, discussed his concerns with the proposed regulations. RICHARD WIEN, Tenants Association, Fairbanks International Airport, commented on Mr. Parkan's comments and on the proposed regulations. BART TIERNAN, Lawyer; Pilot; Board Member, Alaska Airmen's Association; Co-Chair Legislative Committee, Alaska Airmen's Association; and Professor Aviation Law, University of Alaska, discussed his concerns with the proposed regulations. JOHN PRATT, President, Pratt Aviation Services; Field Director, Alaska Seaplane Pilots Association; Director, Alaska Airmen's Association, discussed his concerns with the proposed regulations. ED PAQUETTE, Employee, Big Lake Lease Lots, discussed his concerns with the proposed regulations. KIM ROSS, Executive Director, Alaska Air Carriers Association, discussed her concerns with the proposed regulations. REPRESENTATIVE FOSTER expressed his concern that there was no one from the DOT/PF's Commissioner's Office besides Sam Kito, Legislative Liaison, to hear the public's concerns and commented on the governmental process regarding this issue. REPRESENTATIVE JAMES expressed her concern with the proposed regulations and asked that the DOT/PF submit a comparison between the current and the proposed regulations.
