SUMMARY INFORMATION  HB 365-APPROP: OPERATING BUDGET/LOANS/FUNDS HB 366-APPROP: MENTAL HEALTH BUDGET The Committee reached agreements on items subject to conference for the Department of Corrections, Department of Fish and Game, Department of Health and Social Services and the Alaska Court System. The bill was held in Committee. 4:11:34 PM CS FOR HOUSE BILL NO. 365(FIN) am(brf sup maj fld) "An Act making appropriations for the operating and loan program expenses of state government, for certain programs, and to capitalize funds; making appropriations for state aid to public schools, centralized correspondence study, and transportation of pupils; and providing for an effective date." SENATE CS FOR CS FOR HOUSE BILL NO. 365(FIN)(brf sup maj fld S) "An Act making appropriations for the operating and loan program expenses of state government, for certain programs, and to capitalize funds; making appropriations for state aid to public schools, centralized correspondence study, and transportation of pupils; and providing for an effective date." SENATE CS FOR CS FOR HOUSE BILL NO. 366(FIN) "An Act making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date." This was the sixth hearing of the Conference Committee on HB 365 and HB 366. [NOTE: "Motion Sheets" detailing the Budget Request Units (BRU), referred to as "items" in Committee discussions, are on file.] 4:11:51 PM Department of Corrections No action was taken in Item 4, 13 and 21 at this time. Representative Chenault offered a motion to adopt the Senate version of Items 1, 2, 6, 8 through 10, 14 through 16, 19, 20, and 22; the House of Representatives version of Items 3, 6, 7, 11, 17, and 18; the Senate version less $282,800 of Item 4; and the Senate version less $300,000 of Item 13. Co-Chair Green requested explanation of Items 4 and 13. PORTIA PARKER, Deputy Commissioner, Department of Corrections, testified that the appropriation in Item 4 would be utilized to fund all residential treatment programs. Federal funding has been eliminated and if State funds were not provided, the facilities would be closed. Ms. Parker then informed that the appropriation in Item 13 would be utilized for increased staffing to address overcrowding. There was no objection and the indicated amounts were ADOPTED. 4:16:54 PM Department of Fish and Game No action was taken on Items 3, 4, 7 - 10, 12, and 23. Representative Chenault offered a motion to adopt the following versions and amounts. Senate version of Items 15, 20 and 30; House of Representatives version of Items 2, 5, 6, 11, 14, 17, 27 and 32; House of Representatives version less $200,000 of Item 1; Senate version of Federal Receipts and Test Fisheries Receipts and House of Representatives Version less $5,500 of general funds for Item 4; Senate version of Federal Receipts and Fish and Game Funds, and Senate version less $197,500 of general funds for Item 16; Senate version of Federal Receipts, Inter/Agency Receipts, Fish and Game Funds, Capital Improvement Projects Receipts, and Statutory Designated Program Receipts, and Senate version less $56,400 of general funds for Item 18; Senate version of Fish and Game Funds and the Senate version less $2,000 of general funds for Item 19; Senate version of Federal Receipts, Inter/Agency Receipts, Exxon Valdez Oil Spill Trust Funds, Fish and Game Funds and Statutory Designated Program Receipts, and Senate version less $26,100 of general funds for Item 21; House of Representatives version less $125,000 for Item 24; Senate version of Inter/Agency Receipts, and House of Representatives version less $78,300 of general funds for Item 25; House of Representatives version of Fish and Game Funds and House of Representatives version less $125,000 of general funds for Item 27; House of Representatives version less $900 of Item 28; House of Representatives version less $9,800 of general funds and House of Representatives version less $34,900 general funds for Item 29; House of Representatives version less $20,200 of Item 31 There was no objection and the indicated amounts were ADOPTED. Representative Chenault offered a motion to adopt the Senate version of Items 2, 3, 5, 7, 8, 10, 14, 15, 18 through 25, 27, 29, 32, 33, 35, 27, 42, 47, and 49 through 51; the House of Representatives version of Items 1, 4, 6, 9, 11 through 13, 17, 30, 31, 34, 36, 38 through 41, 43 through 46 and 48; the Senate version less $250,000 of Item 26; the House of Representatives version of Federal Receipts and the House of Representatives version of General Fund/Match Funds less $220,400 for Item 16 and the House of Representatives less $200,000 of Item 28. AT EASE 4:28:53 PM / 4:29:40 PM There was no objection and the indicated amounts were ADOPTED. 4:30:09 PM Alaska Court System Representative Chenault offered a motion to adopt the Senate versions of Items 5, 6, 9, 10, 12 and 13, the House of Representatives versions of Items 1 through 3, 7, 8, 11 and 14, and the House of Representatives version less $40,000 of Item 4. There was no objection and the indicated amounts were ADOPTED. This concluded action on the items subject to conference for the Alaska Court System.
