REPRESENTATIVE  PETE HIGGINS,  Alaska State  Legislature, Juneau,                                                               
AK,, sponsor  of HB 146,  explained that this measure  will allow                                                               
downloading an app that can  show proof of insurance. Some people                                                               
already have it.                                                                                                                
                                                                                                                                
SENATOR DYSON asked if he had heard anything against this.                                                                      
                                                                                                                                
REPRESENTATIVE HIGGINS replied no.                                                                                              
                                                                                                                                
SENATOR DYSON moved  to report HB 146 from committee  to the next                                                               
committee of  referral with attached fiscal  notes and individual                                                               
recommendations.  There being  no objection,  CSHB 146  (TRA) was                                                               
reported from the Senate Transportation Standing Committee.
