[HB 280, version 30-LS1162\D, was before the committee.] REPRESENTATIVE KELLY moved to adopt SCS HB 280(RLS), version 30- LS1162\O, dated 4/18/18, as the working document. SENATOR GIESSEL, sponsor of SB 108, Alaska State Legislature, Juneau, Alaska, explained that this bill inserts part of SB 108 on State Medical Board Licensing and Practice of Medicine into the original HB 280, which was the termination date for Board of Marital and Family Therapists. She talked with the House sponsor who agreed to the insertions and explained that SB 108 "got hung up" on other side, but there are two urgent elements that the State Medical Board needs out of the original Senate bill. SENATOR GIESSEL explained that Section 1 of HB 280 is the original Board of Marital and Family Therapists board extension. Sections 2, 3, and 5-11 all authorize the executive secretary of the State Board of Medicine to approve clean medical licenses, meaning complete, no criminal background, and no disciplinary actions. 4:51:11 PM Section 4 does the second critical piece for the State Medical Board and gives doctors the authority to delegate particular routine medical duties to unlicensed personnel. Section 12 is an immediate effective date for the Marital and Family Therapists and for the Board of Medicine to write regulations. Section 13 is the effective date for the rest of the State Medical Board issues. She said this will meet the critical need of the State Medical Board. CHAIR MEYER, finding no questions, removed his objection and version O was adopted. SENATOR GARDNER asked if an osteopath is a physician.
