SENATOR HALFORD moved to calendar SCR 23-ALASKA TARTAN DAY at the Chairman's discretion. SENATOR ELLIS asked why a sponsor introduces this resolution every year. CHAIRMAN PHILLIPS said he does not believe this subject should be made a permanent part of the law. He said that former Senator Parnell originally introduced this resolution. Since Senator Parnell retired, he was asked because Eagle River hosts the highland Scottish games every mid-July. SENATOR ELLIS asked if the requesting group would be satisfied with a citation honoring their deeds. He pointed out there is an expense associated with passing resolutions. CHAIRMAN PHILLIPS responded that the group wanted Alaska Tartan Day established in statute but he has resisted that. He then announced with a 4 to 0 vote, SCR 23 would be calendared.
