CHAIRWOMAN PEARCE told committee members that the Senate Finance Committee adopted a committee substitute for SJR 23-CONST AM:  APPROPRIATION/SPENDING LIMIT and that the resolution has a fiscal note in the amount of $1500 because a question would be placed on the general election ballot in 2002. SENATOR PHILLIPS moved to calendar all versions of SJR 23. SENATOR ELLIS objected. The motion to calendar SJR 23 carried with Senators Cowdery, Phillips, Therriault and Pearce voting "yea," and Senator Ellis voting "nay."
