SJR 40-MAJORITY VOTE FOR STATEWIDE OFFICES                                                                           
                                                                                                                                
SENATOR ROBIN TAYLOR stated the proposed committee substitute is                                                                
necessary because the Finance Committee deleted the words on line                                                               
14, "and electors of the President and Vice President of the United                                                             
States."  Senator Taylor stated there is no objection to the                                                                    
deletion of those words, but the Finance Committee failed to remove                                                             
those words from the title of the bill.                                                                                         
                                                                                                                                
SENATOR MILLER asked if the committee substitute was just a title                                                               
change.                                                                                                                         
                                                                                                                                
SENATOR TAYLOR replied yes.                                                                                                     
                                                                                                                                
SENATOR MILLER moved to adopt the CS for SJR 40 (RLS).  Without                                                                 
objection, the committee substitute was adopted.                                                                                
                                                                                                                                
SENATOR MILLER moved all versions of SJR 40 with individual                                                                     
recommendations and accompanying fiscal notes for calendaring at                                                                
the Chairman's discretion.  The motion carried with Senators                                                                    
Miller, Pearce, and Kelly voting "Yea", and Senator Ellis voting                                                                
"Nay."
