SENATOR LEMAN announced that the Senate Finance Committee adopted                                                               
a committee substitute that changes, on page 2, line 18, the 9+                                                                 
cents amount to 13+ cents, and includes an average of 350 kw hours                                                              
with a sliding month, with no month to exceed 500 kw hours.                                                                     
                                                                                                                                
SENATOR ELLIS asked about the fiscal note.                                                                                      
                                                                                                                                
SENATOR LEMAN said the Finance Committee version fiscal note is                                                                 
about $12 million, with a provision allowing for proration because                                                              
the Senate Finance Committee did not have the most recent data from                                                             
the utility companies.                                                                                                          
                                                                                                                                
SENATOR ELLIS stated the Minority believes an adequate fiscal level                                                             
would be about $15.7 million.
