BRETT HUBER, legislative aide to Senator Halford, sponsor of SB 3-CRIMES OF MURDER & CHILD MURDERS, described the changes made to the committee substitute as follows. The Department of Public Safety (DPS) expressed concern that the crimes dealt with in the bill are not contained in the list of crimes that require registration as a sexual offender. The committee substitute incorporates those crimes in the sexual offender registry requirement and makes the necessary title change. A change to Sections 6 and 7, on page 4 and 5, is technical in nature, and adds the crimes of conspiracy to commit murder and solicitation to commit murder to the list of unclassified offenses and felonies. The next change, on pages 6 and 7, in Section 11, adds AS 11.41.100(a)(3) to the definition of "aggravated sex offenses." Section 12 adds that crime to the definition of "child kidnaping," and Section 13 adds that crime to the definition of "sexual offense." Sections 14 and 15, on pages 8 and 9, split the applicability for Sections 1 through 8 of the bill. Section 15 makes Sections 11 through 13 retroactive to 1984 regarding sexual registration classifications. The last change is the immediate effective date. CHAIRMAN KELLY asked if the Administration supports CSSB 3(RLS). ANNE CARPENETI, Assistant Attorney General in the Department of Law, replied it does. SENATOR LEMAN moved to adopt CSSB 3(RLS). There being no objection, the motion carried. SENATOR HALFORD confirmed the committee substitute requires sex offender registration for those convicted of murder or child murder, and makes two technical changes.
