ACTION NARRATIVE TAPE 98-6 , SIDE A CHAIRMAN KELLY called the Senate Rules Committee meeting to order at 11:40 a.m., and noted the presence of Senators Leman, Taylor, Duncan and Kelly. CHAIRMAN KELLY brought CSHB 193(FIN) am - REPAY GRADUATE EDUCATION AID before the committee. SENATOR LEMAN moved and asked unanimous consent CSHB 193(FIN) am be approved for calendaring at the discretion of the Chair. Hearing no objection, it was so ordered. CHAIRMAN KELLY brought SB 358 - PERSONNEL RECORD DISCLOSURE: USE OF FUNDS before the committee. SENATOR LEMAN moved and asked unanimous consent SB 358 be approved for calendaring at the discretion of the Chair. Hearing no objection, it was so ordered. CHAIRMAN KELLY brought SR 2 - WORLD PLUS, INC., INVESTIGATION before the committee. SENATOR LEMAN moved and asked unanimous consent SR 2 be approved for calendaring at the discretion of the Chair. SENATOR DUNCAN objected. The roll was taken with the following result: Senators Taylor, Leman and Kelly voted "Yea" and Senator Duncan voted "Nay." The motion carried on a 3-1 vote. CHAIRMAN KELLY brought SR 3 - ALASKA PUBLIC SAFETY INFORMATION SYSTEM before the committee. SENATOR LEMAN moved and asked unanimous consent SR 3 be approved for calendaring at the discretion of the Chair. SENATOR DUNCAN objected. CHAIRMAN KELLY stated he had some concerns about the resolution, but he would hold his comments to the floor. The roll was taken with the following result: Senators Leman, Taylor and Kelly voted "Yea" and Senator Duncan voted "Nay." The motion carried on a 3-1 vote. CHAIRMAN KELLY brought SB 319 - ARBITRATION back before the committee. Addressing a proposed Rules CS, he explained Senator Donley's amendment had been added to the bill, and in terms of labor contracts, it just maintains the status quo. He stated he would entertain a motion to adopt the Rules CS. SENATOR LEMAN moved the adoption of CSSB 319(RLS), and hearing no objection, it was so ordered. SENATOR LEMAN moved and asked unanimous consent CSSB 319(RLS) be approved for calendaring at the discretion of the Chair. Hearing no objection, it was so ordered.
