CHAIRMAN KELLY  brought  HJR 12  (LEASES IN NATL PETROLEUM RESERVE)          
 before the committee as the final order of business.  There being             
 no discussion, he asked for the pleasure of the committee.                    
                                                                               
  SENATOR LEMAN  moved and asked unanimous consent HJR 12 be approved          
 for calendaring.  Hearing no objection, it was so ordered.
